in the IETF LSMA, and in the IRTF
RMRG has done a lot of work categorizing/taxonomising the various 
multicast requirements

what we are doing here is more focus on short term. (if we _ever_ want 
to have an IETF WG, it better be). The _pressing_ need from service
providers (sprint, etc) is for a system that lets them deploy exisitng
(not putative) applications such as the streaming services. They have
well specified problems they want to solve for their content providers
and clients.

I do NOT want to get into navel gazing as to what may or may not be
killer apps in future. We have some now, and lets work with
engineering better solutions for those.

the SM and Express papers clearly state their targets. Radia and Dave
Cheriton have also explained that they may have broader applicability
too, but I want to REFINE the cases, not expand the scope of this
discussion.

Goal: write a draft charter in time to consider requesting WG by Oslo
- realistic result: get one by Washington. Worst case scenario: get
side-tracked onto multiple sources (something that will NOT happen til
RMRG or others deliver working solutions for congestion cntrol to an
as yet un-dreamed of WG).
