nope - there are upcimning papers i;'ve seen in submission that look
at billing given you have control of
location of source, rp and 
count of receivers (somethgn that i believe the pim architects have a
mechanism for too as well as express..)

basically, given yo uknow the number of down stream receivers, at any
gibven branch point, all kinds of options including sender, receiver
and sender+receiver billing become feasible....

another thing to consider is placement of multiple cores (a la
hpim...)
