ignore lines starting with #
id nnnnnn fit distance

nnnnnn encodes the C comparisons changed as a 17-bit vector.
id 0 original program is omitted (by definition passes all tests and so
has fitness 0).

fitness 0,1,2,3,4,5,6 number of test cases failed.
int_max 2147483647 code used for solution, ie pass all tests, fitness=0.
There are 2048 solutions, so 2147483647 appears 2047 times.

Please ignore distance. It is syntax based and relates to the number
and types of changes made.
