The PP "check mailfilter" utility chkmf is another name for ckmf. I think originally it was chkmf and changed name in a later version to ckmf, but since we'd had the oringinal name for some time and people were used it it, we just kept it.
I don't think there is a man page(?) but I think Deborah may have some printed info although from memory it just says the usage (as below). The "filter" file should be in your home dir, not a sub dir I think.
