and suggesting a reinstalation.
On my microsoft WindowsXP
(5.1: Service Pack 2)
PC
libgdk-0.dll exists but was in C:/lib/
I copied it and 7 other .DLL files from C:/lib/
to C:/windows/system/
then gimp succeeded in running when I double clicked on a .xbm file.
(At various points gimp appeared to enter a CPU hogging loop when I
double clicked before I had copied all the .DLL it wanted to
C:/windows/system/

Environment variables can be set somewhere like
control panel -> system -> advanced -> environment
(not sure if this is exactly right but it's something like that)
Sounds like what you actually needed to do was add c:\lib to your PATH
