Which Packet to Drop?

Classic FIFO system does “drop tail” - latest packet to arrive is thrown away under overload.
Why not try to be “Fair” - if someone uses queue more, give them a higher chance of being lost =>
Random Early Detection - as queue grows, throw with increasing uniform random prob.
